[Discuss] Testing Once again

I have been making some changes to how the list server will respond to email
addresses not in the list.

I have currently been going into the admin page and removing all these
emails.  I have finally gotten the list (after just a few minutes searchin)
to bounce the messages and not notify the list admin that they are waiting
to be processed.

I just have to modity the bounce message to indicate that users need to
register for the list to post to it.

Should have that done soon.
