You need to be able to boot off the install media.  The winMe disk should be bootable.  I would tell the virtual machine to access the cd directly.  It should be a setting for the cd drive within the virtual machine you set up.

I can install from the CD/DVD drive.  The point was that what I wanted
to install wasn't bootable.  Or am I missing something altogether
different or which setting do you suggest?
